In response to large-scale disasters, ARC understands that the immediate issuance of Task Orders is critical for the rapid deployment of essential infrastructure and services. This includes climate-controlled housing to provide secure shelter, clean water and hot meals to sustain affected populations, and fuel and energy solutions to power emergency operations. Monitored debris removal ensures safe and efficient clearance of hazardous materials, while high-level security protects both responders and civilians from potential threats. Additionally, Starlink-enabled sustainable communication guarantees continuous, resilient connectivity, enabling coordination between emergency teams and affected communities. This integrated approach ensures a swift, organized, and effective disaster relief response.

Our goal is to expedite the execution of recovery projects by leveraging ARC’s Project Task Order Authority, Logistics and Immediate Financial Support.

ARC Leadership
ARC staff brings more than 125+ combined years of experience specific to the management of FEMA disaster recovery programs, including FEMA Public Assistance (PA) and Sections 404 and 406 Hazard Mitigation. Having cataloged more than 100,000 FEMA PA projects, ARC’s team of professional disaster recovery experts have a complete understanding of all laws, regulations, and policies as set forth by the Robert T Stafford Act, 2 Code of Federal Regulations (C.F.R.) § 200, 44 C.F.R., and FEMA Public Assistance Program and Policy Guide (PAPPG). Our team is adept at maximizing the recovery effort within these programs. ARC has been able to maximize our client’s ability to use the Direct Administrative Cost (DAC)/Management Cost to reduce the burden of costs associated with managing the recovery program. ARC tracks all costs associated with the recovery as required by FEMA policy. We track the level of effort as it relates to the projects (i.e., direct costs versus indirect costs) to maximize reimbursements for our clients.
Martin "Marty" Altman, PMP
President
Mr. Altman is President of Alternative Recovery Consulting, LLC, a certified Project Management Professional (PMP), past FEMA Public Assistance Infrastructure Branch Director with over 45 years of leadership experience and has managed and implemented disaster planning and recovery program management for public and private sector clients. Having worked on over 70 major disasters across the United States, Puerto Rico and US Virgin Islands. Mr. Altman has in-depth expertise in all phases of disaster management: planning, preparedness, hazard mitigation, wildfire management, response and recovery programs, post- disaster redevelopment planning, audit compliance, process improvement, quality assurance, business development, resiliency planning, critical infrastructure restoration and resiliency CDBG Disaster Recovery, Fire Management Assistance Grant Program (FMAG), and the National Flood Insurance Program. He administered over $16 Billion in disaster recovery programs to the local and state entities during his tenure as FEMA Infrastructure Branch Director
Hernando A. Cruz, AIC
Vice President, Strategic Response
Hernando a graduate of UCONN with a postgraduate degree from the Insurance Institute of America, is a Court qualified storm damage assessment expert witness, former General Adjuster serving the National Flood Insurance Program is a dynamic leader with extensive experience in Commercial and Residential insurance property claims having served in both sides of the fence, natural disaster response, and strategic planning. With 42 years of expertise, he has guided organizations through high-stakes scenarios, including catastrophic events, by designing and executing effective response strategies that ensure business continuity and customer support. A co-author of ARC’s Blue Ocean Strategy implementation, Hernando has a proven ability to identify innovative solutions and untapped opportunities, driving operational excellence and sustainable growth from a unique and extraordinary perspective. He is passionate about fostering resilience through immediate critical emergency response solutions, mitigating risks, and delivering proactive storm hardening strategies that help organizations navigate the complexities of natural disaster recovery and beyond.
Key Leadership
Julie Prevost
Ms. Prevost has 30 years of experience in emergency management and disaster recovery with expertise in FEMA’s Public Assistance Program. She has worked on over 50 federally declared disasters at the local, state, and federal levels of government. Ms. Prevost has served as a FEMA Public Assistance Officer, PA Group Supervisor, and Project Manager throughout her career. She is skilled in damage assessment, project formulation, quality control, and mitigation. Under her leadership, over 900 large projects were closed out in Florida after the 2004-2005 hurricane season. Her work with subrecipients navigating the recovery process is her passion. She has worked with local authorities including utilities, school districts, and private non-profit housing corporations to assist in maximizing recovery funds. As a Subject Matter Expert, she assisted with mitigation and permanent relocation of facilities including testimony in an Arbitration hearing with FEMA to relocate a school after Hurricane Katrina. She has provided policy review and recommendations at the Federal and state level and continues to assist clients in navigating the changing FEMA guidelines.
Ms. Prevost holds a Bachelor of Science in Petroleum Engineering from North Dakota State University and previously worked in the gas utility industry.

Keenan Powell
Keenan Powell is an experienced FEMA Public Assistance Grant Manager who has worked for more than 20 years on 16 presidentially declared disasters as a Task Force Leader, Public Assistance Coordinator, and Subject Matter Expert on Improved, Alternate and Relocation Projects. He has worked at the local, state, and federal levels to include Private Non-Profits, private and public institutions of higher education, hospitals, power production and transmission facilities.
His 50-year career includes Extensive Environmental Assessment, Remediation and Mitigation experience. This includes construction project estimation and completion of various environmental, construction, and remediation projects. His expertise includes project management, value engineering, cost estimating, onsite assessment, investigation, design and constructing projects to remediate environmental and wind and flood damage. Mr. Powell has managed engineering and construction, implemented procedures for quality assurance/quality control, and prepared design reports and permit applications for regulatory agencies.

A State of Emergency remains in effect for 12 Oklahoma counties due to wildfires and fire weather conditions that began Friday. Under the Executive Order, state agencies can make emergency purchases and acquisitions needed to expedite the delivery of resources to local jurisdictions. The declaration also marks a first step toward seeking federal assistance should it be necessary. The counties included in the governor’s declaration are: Cleveland, Creek, Dewey, Grady, Lincoln, Logan, Oklahoma, Pawnee, Payne, Pottawatomie, Roger Mills, and Stephens.
