Evaluation & Award Criteria
- Award will be made to the responsive and responsible bidder whose quotation offers the best value to the Subrecipient, taking into consideration price, quality, delivery/performance schedule, warranty, life‐cycle cost, and overall suitability for the purpose. (As required under Law 73-2019: best value concept.) 
- ARC reserves the right to reject any or all quotations, to waive informalities or minor irregularities, and to accept the quotation which, in its judgment, is in the best interest of the project.
- ARC may request clarifications of quotations, may negotiate with bidders if the procurement method allows, and may require the successful bidder to submit final signed documents.
- •Once quotations are opened, ARC will notify the successful bidder of the intent to award and will issue a contract or purchase order thereafter.
